In his participation, Dr. De Hart referred to the moment that the palm sector is experiencing in Colombia. He manifested the imperative necessity of a mentality and attitude revolution in order to overcome poverty and inequalities, taking advantage of kindness such as the one offered by a sector such as the palm. He maintains that the sophism which has led to the failure of the agrarian reform is that the instrument is confused with the objective. The objective is the redistribution of the income and the instrument is the agrarian reform. The analysis unit should be the distribution and generation of the income, the production and its organization, the generation of employment and productive investment. Without ignoring the support that the Government has offered the sector through the Incentive to Rural Capitalization, he affirms that this incentive does not permit access to anyone who does not go into debt and contributes his own capital, which disincentivates capitalization and fixes very low limits as far as the quantity and the size of the project. The design of a rural and native development policy is perfectly compatible with the promotion of the modern agricultural enterprise. The impulse to the agricultural enterprise does not contradict the generation of the rural income, most of all when facing challenges on the subject of efficiency and competitivity which require taking advantage of economies of scale. The basic principle of strengthening a more competitive agriculture shows the urgency of inserting the native economy within commercial agriculture. Despite all of these difficulties, the palm growing sector constitutes an example of sectorial improvement.
En su intervención, el Dr. De Hart se refirió al momento por el que atraviesa el sector palmero en Colombia. Manifestó la imperiosa necesidad de una revolución de mentalidad y de actitudes para superar la pobreza y las desigualdades, aprovechando bondades como las que ofrece un sector como el palmero. Sostiene que el sofisma que ha conducido al fracaso de la reforma agraria es que se confunde el instrumento con el objetivo. El objetivo es la redistribución del ingreso y el instrumento la reforma agraria. La unidad de análisis debe ser la distribución y generación del ingreso, la producción y su organización, la generación de empleo y la inversión productiva. Sin desconocer el apoyo que el Gobierno ha ofrecido al sector a través del Incentivo a la Capitalización Rural, afirma que éste no le permite acceso a quien no se endeuda y aporta su propio capital, lo cual desincentiva la capitalización y fija topes muy bajos de cuantía y tamaño de los proyectos. El diseño de una política de desarrollo rural y campesino es perfectamente compatible con la promoción de la empresa agrícola moderna. El impulso a la empresa agrícola no se contrapone a la generación del ingreso rural, máxime cuando se enfrentan retos en materia de eficiencia y competitividad que requieren del aprovechamiento de las economías de escala. El postulado del fortalecimiento de una agricultura más competitiva pone en evidencia la urgencia de insertar la economía campesina dentro de la agricultura empresarial. A pesar de todas estas dificultades, el sector palmicultor constituye un ejemplo de superación sectorial.
