The role of Senegal in world oilseed trade and production is discussed. Over a period of about 30 years, Senegal's role has changed from that of oilseed producer and exporter (to France predominantly) to that of importer. Oilseed production in Senegal and in Africa generally has fallen considerably. The main factors which have contributed to this decline have included massive population growth, increasing financial difficulties and economic stagnation, and climatic problems including drought and floods. A major contributing factor over the longer term has also been the granting of subsidies to support Senegal's oilseed sector under the GATT agreement. Although initially successful, over the longer term (1980-93), this policy led to a decline in world prices and a subsequent fall in income from exports for Senegalese producers.
