| dc.description | He emphasizes the achievements that the Colombian palm sector has obtained through Fedepalma, since "the palm growers are leading the development of strategies oriented towards increasing efficiency and decreasing costs, in such a way that they will allow them to arrive at competitive levels internationally". Likewise, he reaffirmed the National Government's commitment with regard to the reactivation of the farming and animal husbandry sector, which showed an increase of 3% in 1999, without including coffee and of 5.9% during the second quarter of 2000, in comparison with the same period of the previous year. Dr. Bell stated that the work that the palm sector has been carrying out as far as technological research and development, assure the country greater spaces in the international markets. He said that this work requires the State's active participation in terms of the design of long term policies and public management which will allow having a legal frame and institutions which will respond to the present requirements and conditions of the national and international economic environment and the dynamics of regional specialization of the farming and animal husbandry activity. | en-US |

Igualmente reafirmó el compromiso del Gobierno Nacional frente a la reactivación del sector agropecuario, el cual presentó un crecimiento del 3% en 1999, sin incluir el café y del 5.9% durante el segundo trimestre del 2000 en comparación con el mismo período del año anterior. El Dr. Bell expresó que el trabajo que viene realizando el sector palmero en lo relacionado con investigación y desarrollo tecnológico, aseguran al país mayores espacios en los mercados internacionales. Dijo que esta labor requiere de una participación activa del Estado en términos de diseño de políticas a largo plazo y gestión pública, el cual permita contar con un marco legal y unas instituciones que respondan a las actuales exigencias y condiciones del entorno económico nacional e internacional y a la dinámica de especialización regional de la actividad agropecuaria. | es-ES |
