Implications of the commercial agriculture negotiations in the FCAA and in the WCO, on the American continents agriculture

Abstract
In this report, the backgrounds of the Free Commerce Area of the Americas (FCAA), as well as that of the World Commerce Organization (WCO) are presented, making a rapid comparison of their negotiation settings. The WCO's negotiation agenda is mentioned, since it is the general frame for all of the negotiations which are taking place today in America and for all the sub-regional and bilateral negotiations which are being undertaken. The negotiating positions of the main countries before the Agricultural Committee are also explained, as well as some of the characteristics of the possible effects of these agreements, as far as the behavior of the markets and, specially, the market for vegetable oils and palm oil. Finally, some recommendations are given on what the governments and the private sector organizations can do in particular in order to participate actively in these negotiations. En esta ponencia se presentan los antecedentes tanto del Área de Libre Comercio de la Américas, ALCA, como de la Organización Mundial del Comercio, OMC, haciendo una rápida comparación de sus escenarios de negociación. Se menciona la agenda de negociación de la OMC, ya que es el marco general de todas las negociaciones que se están dando hoy en día en América y para todas las negociaciones subregionales y bilaterales. Se explican, también las posiciones negociadoras de los principales países ante el Comité de Agricultura y sobre algunas de las características de los posibles efectos de estos acuerdos, en cuanto al comportamiento de los mercados, y en particular, el mercado para los aceites vegetales y el aceite de palma. Finalmente, se presentan unas recomendaciones sobre lo que en particular pueden hacer los gobiernos y las organizaciones del sector privado para participar activamente en estas negociaciones.
