Conditions required in order to attract the investment of Malaysian businessmen for the planting of oil palm in Colombia

Abstract
Within the existing plans for the large scale expansion of the oil palm plantations in Colombia, the possibility of obtaining joint investments from Malaysian businessmen is contemplated. The conditions which must be fulfilled in order to attract these investors and the reasons why it is convenient to do so, are analyzed. Special emphasis is made on the incorporation of the lands required in order to begin the initial phase of 20,000 hectares, the availability of labor and the work climate, as compared between the two countries. The aspects of the tax incentives, the subsidized financing packages, as well as the regulations required as far as the mobilization of the technical personnel are also considered. Comments are made on the international markets and on the manufacture of biodiesel in order to attend to the national market. The subject of both personal and investment security occupies special attention, framing it within the scopes of the Colombia Plan. Dentro de los planes existentes para la expansión en gran escala de las plantaciones de palma de aceite en Colombia, se contempla la posibilidad de contar con inversiones conjuntas de los empresarios de Malasia. Se analizan las condiciones que deben cumplirse para atraer a estos inversionistas y las razones por las cuales es conveniente hacerlo. Se hace especial énfasis en la incorporación de las tierras requeridas para emprender la fase inicial de 20.000 hectáreas, en la de disponibilidad de mano de obra y en el clima laboral comparado de los dos países. Se considera también el aspecto de los incentivos tributarios y de los paquetes de financiación subsidiados, lo mismo que las reglamentaciones requeridas en materia de movilización del personal técnico. Se hacen comentarios sobre los mercados internacionales y sobre la fabricación del biodiesel para atender el mercado nacional. El tema de la seguridad, tanto personal como de la inversión, ocupa atención especial enmarcándolo dentro de los alcances del Plan Colombia.
