| dc.description | It can be said that the biodiesel market has its origin in the European Union as a response to the need of the agricultural sector to plant oilseeds, (basically rapeseed) and to look for a new market for its transformation and use. It was then the biodiesel industry the one leading the sector and its growth. As of 2003-2004, the European Union is the one assuming the development of biodiesels with the following basic objectives: continue offering an alternative to the agricultural sector, reduction of reliance on imported energy and reduction of the emission of contaminants of the European Union transportation sector. Thus, the European Union is the one regulating the biofuels sector putting in place a fiscal framework, which enables the sector's competitiveness and development, and on the other hand, General Instruction 2003/30 has set specific recommended objectives to mix biofuels with fossil fuels used for transportation: from 2 percent in 2005 up to 5.7 percent in 2010. The European Union has also set more ambitious long term objectives in the area of biofuels. Each one of the European Union countries is, at the present time, regulating the necessary measures to try and meet the targets set by the EU. The movement away from diesel in the EU, which is currently experiencing diesel shortages because of a higher consumption (and annual growth) vis-à-vis petrol, makes of biodiesel production in the EU a very interesting event. Biodiesel consumption by 2030 could be of 15 to 20 million tons/year to meet incorporation objectives. Consequently, this implies an increase in oil demand. | en-US |
| dc.description | El inicio del mercado del biodiesel se origina en la Unión Europea como una respuesta a la necesidad del sector agrario de siembras de oleaginosas (básicamente colza) y de buscar un nuevo mercado para su transformación y uso. Posteriormente es la industria de biodiesel la que lidera el sector y su crecimiento. A partir del periodo 2003-2004 es la propia Unión Europea la que asume el desarrollo de los biocombustibles con los siguientes objetivos: seguir ofreciendo una alternativa al sector agrario, reducir la dependencia energética del exterior y disminuir las emisiones contaminantes del transporte en la Unión Europea. Así, la Unión Europea regula el sector de los biocombustibles estableciendo un marco fiscal por el cual se permite la competitividad y desarrollo de esta área y, de otra parte, en la Directiva 2003/30 se establecen unos objetivos recomendados de incorporación de biocombustibles en los combustibles destinados al transporte: desde 2 por ciento en 2005 hasta 5,75 por ciento en 2010. A más largo plazo la Unión Europea fija unos objetivos mucho más ambiciosos en materia de biocombustibles. Cada país de la Unión Europea regula en la actualidad las medidas necesarias para tratar de cumplir con este objetivo definido por parte de la Unión Europea. El fenómeno de la "dieselización" de la Unión Europea, que es netamente deficitaria en diesel por su mayor consumo (y crecimiento anual) frente a la gasolina, hace en especial interesante la producción de biodiesel en esta región, cuyo consumo de biodiesel para cumplir con los objetivos de incorporación en el año 2030 podría situarse entre 15 y 20 millones de toneladas/año, con la consiguiente demanda de aceites que ello supondrá. | es-ES |
