Abstract
The Palm Promotion Fund (PPF) is a tool to support the strengthening of the oil palm agroindustry in Colombia. Therefore, it aims to finance activities of general interest to the sector, basically those aimed at improving its competitiveness in compliance with the goals of Law 138 of 1994. It is funded by parafiscal contributions from the sector set at 1.5% of the price of each kilo of palm kernel and palm oil extracted. Fedepalma, by virtue of a contract with the Ministry for Agriculture and Rural Development administers the Fund in a special account. In 2008 the Fund gave more than $17,000 million to programs for: research and technological development; human resource building; economy and statistics; sustainable development; dissemination and marketing. The outcomes of these projects are contained in the Report on the Work of the Palm Parafiscal Funds: Palm Promotion Fund; Price Stabilization Mechanism published by Fedepalma and circulated to the members of Congress, the Ministry for Agriculture and Rural Development, the Comptroller General of the Republic and other supervisory bodies. El Fondo de Fomento Palmero (FFP) es un instrumento de apoyo al fortalecimiento de la agroindustria de la palma de aceite en Colombia. Por consiguiente, su propósito es financiar actividades de interés general del sector, esencialmente orientadas a apoyar el mejoramiento de su competitividad en cumplimiento de los fines que establece la Ley 138 de 1994. Se nutre de recursos parafiscales aportados por el propio sector y establecidos en el 1,5% del precio de cada kilogramo de palmiste y de aceite de palma crudo que se extrae. Fedepalma, en virtud de un contrato suscrito con el Ministerio de Agricultura y Desarrollo Rural, administra el Fondo como una cuenta especial. En 2008 el Fondo dirigió más de $17.000 millones a la financiación de 33 proyectos enmarcados en los programas de: Investigación y desarrollo tecnológico, Formación de recursos humanos, Economía y estadística, Desarrollo sostenible, Difusión y Comercialización. Los resultados de estos proyectos se presentan en el Informe de Labores de los Fondos Parafiscales Palmeros: Fondo de Fomento Palmero; Fondo de Estabilización de Precios; publicados por Fedepalma y entregados a los miembros del Congreso, al Ministerio de Agricultura y Desarrollo Rural, a la Contraloría General de la República y a las demás autoridades de control.
