The background and impact of fixing the 1996 levels for both rotational and free set aside land within the EU at 10% are discussed. The different types of set aside and their management are described, and changes in their areas in France and the EU in 1993-95 are outlined. The increase in the use of set aside land for growing non-food oil crops (notably rape and sunflowers) is described; in two years the area of such crops in France increased from 73 000 to 409 000 ha, with oleaginous crops occupying 92% of agro-industrial set aside and 21% of total set aside. The reasons for this growth, which is similar elsewhere in Europe, are considered, and reaction to the 10% set aside rate is discussed.
